The question is why would they not correct this at the beginning with the engineers?? There has to be logical reason or reasons which I can't explain from the perspective of this casual observer.
I would think there were other considerations other than worrying about top speed. I'm sure they know what they are doing.
Probably to keep the “ EPA “ et al happy.
