For years, there were guys in reject at the end of the line shimming starter motors. Then finally a process engineer in the Oshawa truck plant took it upon himself to do a study to see what was going on. It turned out the the bolt holes in the block were all over the place. Back at the engine plants, they revised the tooling to stabilize the drilling operation. With the bolt holes in the right place every time, the shimming operation disappeared. There is no telling how long they would have kept on paying guys to shim starters in all the plants had this guy not shown some initiative. Sometimes things don't happen very quickly in big companies. Sort of like the government.
