Any recommendations for a GTA dealer that knows what they are doing and has reasonable prices for DCT filter replacement?

dealer, reasonable prices. Those two words don't belong in the same sentence.
As to who can do it, pretty much any GTA dealership. You might want to call a sponsoring dealership and ask.
Ask around. Milton (Wallace Chev) charged me $1050 but refunded it some weeks later. Another story.

If you are talking filter AND the three year fluid change on the DCT the going rate in the GTA appears to be around $1800-$2000 as far as I can tell. If you move outside the GTA where the overheads are lower you might get it down as much as 20% but then you need to be confident that they have a Corvette Tech who knows their way around the GTA. There has been a fair amount of consolidation among dealers as well as building of big new stores. Like most consolidations many are done with borrowed money which is adding even more to the overheads. Keep us posted on what you find out.
