The dealer closest to me has a 48 wait list for the Stingray and according to c8 tracker.com, they only get 1 allocation every 3-4 months. Some of these folks will be dead before they even get the call to come order their vehicle.
Can GM see dealer wait lists?

Worth checking around. Big 3 from here I knew were around 18-24 months.
Locally I had one dealer with ~6 per year and a 18 people long list.
Another dealer nearby only got 3-4 a year but a list of only 5.
I think anything that looks like more than 24 months I would be looking at a different dealer.

GM has no way of seeing individual dealer's waitlist
Like Denis said GM can only see what is entered in Workbench. That is why IMO it is better to get the dealer to enter it right away in Workbench.
Spencers doesn't, but Brian Cullen does. Not sure about W/N but I don't think they do. As I've said before it would be stupid for GM not to look at their own database to collect numbers.

Even if a dealer enters every waitlisted customer in GM Workbench (at status 1100), GM isn't going to use that to determine how many allocations a dealer gets. GM has it's formula, and the size of the wait list isn't a factor.

The customer should at least know how many allocations a dealer has received in the past so they can place deposits accordingly. I wasted close to 4 years for nothing. Thank god for this forum and a certain member who advised me to place a deposit at his dealer.
