Nope. You are right. Could be done with the dealer or aftermarket yourself if you were good with a hole saw. This guy obviously thought he was....

Just a thought, but, there was a factory 327 that made 360 HP, so why would you go to a lot of expense to modify a 327 and only wind up with 340HP?
The 327 CID 340 HP engine was introduced in 1962 , carbureted and stock . The 360 HP version was injected . Chevy 327 V8 Engine : Engine Facts.com

Displacement, horsepower and weight determined the drag racing class you ran in. In this case E Sports Racing. They may have determined that they could be most competitive with that engine combination rather than the higher horsepower cars. The bracket they would run in against much faster cars gave they plenty of room to play. Driver and tuner played a big part in the success of many of these cars.
