Ya, true. It was a generalization. Taxes have certainly been lowered. Some can even be removed. We no longer pay for license plates in Ontario, which one could call a tax.

I would say yes, it always matters because everyone always has a the next line item on their want list.
Too many addtional moving parts and other physical add ons (that increase the potential points of failure) to achieve slightly less than the numbers the LPE naturally aspirated cam'd, bored, and stroked LT2 gets.

Since we're playing musical engine upgrades game, this one looks about the same as the LMR one's numbers, but with prices, and a claim that it "dines on" the Z06. It's a little over the max torque specs rating by Tremec of the DCT, so that might be a problem, but I assume they've figured it all out. I could only find the H700 racing a C8 coupe, but it won easily. The Z06 might be a different story, closer race, but I couldn't find a video.
