is it true that those race C8s are limited to 500hp by race class rules?

Yes. At least they were last year. I think that's still true.
It's a little more complicated than a rigid HP limit. In IMSA, at least, various cars have different limits based on weight and other factors, and engine performance and weight can be adjusted race by race under the "Balance of Performance" (BOP) rules to ensure close racing among cars of very different configurations (rear engine, Mid engine, front engine, sedans and sports cars, smaller lighter cars and bigger heavier ones.
And neither GM nor any of the teams have released actual HP figures. But it's generally felt, based on the weight and performance, that HP is around 500HP.
I believe International rules are pretty much the same.
