For sure a lot of " Android TV " boxes are sketchy as hell and do contain malware. And because they are connected to your network can be a serious problem. Especially the dozens from China being sold on Amazon. The only ones to consider are the ones with custom firmware from reputable providers so you have to be very careful. From what I can find regarding them being legal or not depends on weather you are just streaming content or recording it . Seems streaming only is still Grey whereas recording is definitely copyright infringement which can result in very nasty fines if you somehow got caught. Which is where a VPN is recommended.
That's one reason why I'm looking for IPTV and not an Android box. Hulux says it uses Roku and Firestick with a non approved app. I care less if the app destroys the stick, but ya it would need to be on ones guest network.

Bit of a mine field for sure. Got to do some more research. I know someone who knows one of the Ghostware reps and am going to try to contact him to see what I can find out about their current situation. Hard to find much online for obvious reasons.
