Question any electric cut outs for c8 available ?

For me short answer. Have not heard of one yet. Likely the C8 gang is already digging into it so an answer will come soon.

So I assume this is some sort of security feature to disable starting the car? auto theft deterrent? I have not heard of anything. I am guessing aftermarket thing? Do I need one? are the cars not able to be disabled remotely via onstar? Here I thought they had lojack and disabling technology via the satellite hook up.The title is the question

It's called NPP Performance exhaust option. By far the best option for your C8 assuming you haven't ordered the car yet. Valves are controlled by the computer in the car and bypass the muffler.
So that is the stock exhaust on the Z51 package. So I guess they are already there?

+1. Me too. I assumed an electrical power cutout as a security enhancement.
